This EHR Communication Step will use client and provider and service location identifying information to create a new patient in the EHR Shared Care Record domain repository and Consent Registry.

The new patient EHR record must contain a minimum set of identifying information that relates to a unique Client Registry occurrence for this patient in this jurisdiction.
