Rationale

The bolded statement is from the HL7 RIM. Qualifying statements are to clarify for EHRi purposes.

Business Process Implications

In most current POS systems, the identifier of the patient is assigned by the provider organization. A person may consider a specific clinician to be their primary provider but unless a business process is established to explicitly register people to specific clinicians, the identifier is likely to remain an organizational one.

Implementation Implications

Retrieval by specific patient identifiers will return all encounters at an organizational level, unless filtered by the specific responsible clinician.
